Item Sustainable energy strategy (Jinja and Kasese)(Uganda Martyrs University, 2017) Ndibwami, Alex; Drazu, HerbertFollowing the efforts and research activities of the Supporting Sub Saharan African Municipalities in Sustainable Energy Transitions (SAMSET) project, the Sustainable Energy Strategy is an initial attempt building from the State of Energy (SOE) and Energy Futures Report (EFR) to identify and plan for key energy related areas in a participatory manner, where peers at the municipality and the SAMSET researchers collaborate accordingly. While the approach adopted to develop the strategies was mainly through stakeholder engagement, it was also crucial that national trends and findings in the SOE were integrated. Four overriding themes stand out as the core for the strategy; these include: Build[ing] Resilience; Resource Access and Efficiency; Participation and; Policy and Regulatory Frameworks. The four are grounded in key approaches to dealing with urbanising areas in general and present context specific directions for the municipality. The following matrix lays out action-oriented steps as highlighted with key players and logistics tied to time. In addition, we are also aware that Sub Saharan Africa’s local governments should be recognised as key agents in the sustainable energy agenda in global, regional and national policies and strategies. In pursuit of a sustainable and prosperous energy future, local governments’ energy strategy space, human and financial capacity should be strengthened.
