dc.description.abstractKISAAKYE FREDRICK WILLIAM (2008-M102-20037) The Effect of Procurement Management on Success of Government Programmes in Uganda: A Case Study of the National Agriculture Advisory Services in Selected Sub-Counties of Mubende District This study investigated the effect of procurement management on the success of government programmes. The programme under review was the National Agriculture Advisory Services (NAADS) in Mubende district. The study was conducted in three sub-counties of Mubende district. The focus of this study was to establish whether procurement management affects organisational success of the NAADS programme; emphasis being put on procurement planning, sourcing and solicitation of providers and contract management and administration. Procurement management was the independent variable and success of the NAADS programme was the dependent variable. The study population was 200 respondents. The sample size was 65 respondents. The methods used to collect information involved the use of interview guides, observation and questionnaires. It was found that procurement positively affects NAADs projects, and there was adherence to the guidelines and procurement regulations. It was also found out that organisational transparency and efficiency, functionality of the institutions and structures has a positive impact on the success of the organisations. The study recommended improvement in flow and dissemination of information amongst various players, continuous sensitisation of political leaders on the NAADs programme to ensure that the NAADS programme achieves its objectives; and increasing the budgetary provision for capacity building of stakeholders along the procurement cycle.
