dc.description.abstractMUTEGO RONARD HANGUJJA (2008-M102-20050) Budgeting and the Quality of Health Service Delivery in Local Governments: A Case Study of Butaleja District Local Government The objective of this study was to assess the influence of the budgeting process on the quality of health service delivery in Butaleja District Local Government. The research design adopted for this study was a quantitative descriptive study. The study had a population of 27,000 people who reside within Busolwe Town Council from which a sample 284 people was selected by both purposive and simple random techniques. The data were collected using interview questionnaires, document review and the analysis was done by use of the Statistical Package for the Social Sciences (SPSS) computer package. Correlation analysis was used to determine the relationship and significance between the budgeting process and the quality health services delivered in Butaleja District Local Government. The major finding was that there is no significant relationship between budgetary planning, budgetary control, and budgetary implementation and the quality of health service delivery in Butaleja District Local Government. Therefore, there is a strong need for Butaleja District Local Government to repackage its budget management approaches so as to scale up health service delivery. There is need to improve the human resource capacity in the health services sector, developing the stakeholder’s capacity, enforcing the existing laws, and revising the existing ones to march the existing service, fighting corruption at all levels of service delivery, enhance proper accountability and transparency, improve the level and timing of funding, and attention should be put to health service infrastructure.
