Abstract

OLEYO MOGGA PASQUALE (2009-M091-10011) The Impact of Donor Funding on the Performance of the Health Sector in the Catholic Diocese of Torit, Southern Sudan: A Case Study of Isohe and Kapoeta Mission Hospitals. The study aimed at establishing the impact of donor funding on the management and performance of the health sector. It was a case study of Isohe and Kapoeta hospitals, both found in the Catholic Diocese of Torit. The specific objectives were: to establish the proper management of the donor funds, to determine the achievements of the health sector and to identify the challenges experienced by the health sector despite the funding support. An eclectic mixed qualitative and quantitative methodology was applied. Primary and secondary data were utilised. Secondary data involved the review of the existing literature such as text books, diocesan documents and internet materials. Primary data were obtained using questionnaires, interviews, and focus group discussion from the selected respondents. Sampling techniques used included the snowball and purposive techniques. The data collected was processed and analysed after presenting it in frequency tables. Descriptions and narrations were used to explain the quantitative data. Figures and pie charts were used for illustrations. The key findings were that substantial amounts of funds are released by the donors. The main management problem is ineffective financial management, transparency and accountability. This reduced the impact of the funds. In light of the findings, the study recommends that for the full impact of donor funding to be realised on the performance of the health sector, financial management should be improved. This includes a separate financial committee from formal administration; decentralise the health services administration, and introduce controls like auditing, monitoring and evaluation, planning, and budgeting plus the use of and adherence to financial policies and strategies. upport developmental activities in the area.
